The Em­press has de­cid­ed its time to end her em­pire’s self­ish iso­la­tion. She has gra­cious­ly de­cid­ed to share the glo­ry and wis­dom of ‘ ‘ with all oth­ers no mat­ter how un­civ­i­lized or in­signif­i­can­t.

She has chose to start with a diplo­mat­ic ex­pe­di­tion. She has com­mand­ed her four Gov­er­nors of the Winds to car­ry these out. Two by land (N,W) and two by sea (S,E).
